Tantrums, 4 year olds with Down Syndrone

I have a 4 year-old-boy with Down Syndrome. His behavior is starting to change; he now pushes, hits and throws tantrums. Is this a normal 4-year-old behavior, and is it expected of a child with Down Syndrome?
