Recurring Rash at Beach

My 19-year-old daughter breaks out in a terrible rash when we go to the beach, usually after a day or two. This seems to be the only time it occurs. I had the same problem when I was in my 20s and 30s. What could this be? Is there anything we can do to prevent this?
