Taking two SSRIs

I have been taking 40 mg of fluoxetine (Prozac) for several years. Over the last few weeks, I have had panic attacks. So my doctor has also prescribed 20 mg of citalopram (Celexa). Is it common to take two SSRIs in combination like this?
